If you have or are looking for a webmaster the first question you should ask them is if they can code? If they answer no then you should reconsider them as your webmaster and if you are looking for one do yourself a favor and don't hire one that cannot code the site.

You may be asking the question what do they need to be able to code and the answer is at a minimum HTML and CSS. These are the two basic languages of a website and more and more so called webmasters are cheating by using tools to build your website. The very same tools you could use if you have even basic experience with a word editor and a few hours of time to learn some basics.

The more your webmaster knows the better they will be at troubleshooting issues with your website and adding valuable features as you need them. If they dont know how to do something chances are they are going to over charge you for the services because they have to go out and hire a coder to do the work. They are going to take a cut for doing something that you was doing when you hired them.

The bottom line is if they don't know how to read and edit the code on your website then they are not webmasters at all and you are going to find a time down the road when your site has trouble or worse yet gets hacked because they used some low budget program to build your site. So ask a few basic questions to ensure you are hiring a professional and not someone that might not know as much as you do about building a website. After all would hire a cook to do your plumbing, or an auto mechanic to build that room addition on your house? Probably not, so why hire a webmaster that cannot do the job you are hiring them to do?
